An instance will only see the posters that its members are following. So a small instance will never see nearly as much content as one of the larger ones.
It's not linear; I expect that due to network effects even a moderate size instance such as ours will in practice see most posts in the network. But not even the largest instance sees all posts.

@mho@social.heise.de @dcdeejay@mastodon.online We are about 3.8k posts and 1.5k participants from our server which has ~10k users. So a fraction of Mastodon.social, but we still see most of the posts.
