There is no valid legal theory to support the idea that bicycles of any kind, powered or unpowered, should be subjected to the same regulations as highway-capable, high speed, heavyweight motor vehicles. And in fact, we already have precedent in existing law to establish that low-speed motor vehicles are permissible to operate without a license.
