It is, however, often not even the devs. They just follow orders from upstairs. I have literally fought against our Product Manager back then to please let us improve existing code... all the devs were on my side, even my lead at the time agreed... but the PM didn't agree and didn't get the benefit...
Many have simply given up in the face of adversity and of course we have no trade unions for programmers anywhere because most of the older programmers were too comfortable to create them...

@siblingsofthevoid@void.lgbt PMs are the worst. It got better when I moved from dotcom to academic staff in 2001 but still. With so many companies run for vibes and VC/PE payout not for sustainability and profit, something's got to give. People can't continuously work on a 9-24 month basis in this monthly layoff environment. Companies are disposable, workers doubly so. That has to change.
