Some books do indeed read as if that much effort had gone into each sentence.
Others don't.

Tolkein who probably spent more time doing things only tangentially related to the stories he was telling because he was a linguist first and foremost. He created some languages and built a history and lore surrounding them, the stories are mostly just a way to present the languages and lore to the world.
