Churlish of me to ask but why wasn't it there from the start? Why build a print-to-PDF feature that throws out the HTML semantic structure?

I can give you some technical thoughts on why if you are interested, but nothing changes the fact that it really shouldn't have been shipped in the first place without tagging. I can only apologise on behalf of Mozilla for that and say that we're doing our best to fix it now; better late than never. Personally, I wasn't involved in or aware of the original development of this feature. Otherwise, I probably would've pushed back at the time.
