I can give you some technical thoughts on why if you are interested, but nothing changes the fact that it really shouldn't have been shipped in the first place without tagging. I can only apologise on behalf of Mozilla for that and say that we're doing our best to fix it now; better late than never. Personally, I wasn't involved in or aware of the original development of this feature. Otherwise, I probably would've pushed back at the time.

    @jcsteh@aus.social I would be interested in the technical insights but just as interested in the cultural thoughts about what they believed the Firefox 85 (2021) save-to-pdf feature was for; unless I am wrong all of the major OSes have offered generic print to PDF as a standard feature for at least 10 years as part of their printing stack. Absent value add features like tagging and content structure this seems no better than redundant.
