I queried if VPN X was supported over protocol Y. Response: "1. X's design focuses on simplicity and security, and it does not explicitly handle or preserve all IPv6 extension headers. 2. The Linux kernel’s X implementation may not forward Y packets correctly through the tunnel. 3. Some distributions or configurations may require patches or custom builds to allow such traffic."
