An author should put the info you cite in the “Remarks and Explanations” cell for an SC. As for WCAG-EM, it explicitly states it does not guarantee it can be used for WCAG conformance claims: https://w3c.github.io/wai-wcag-em/#context But an author can still put the kinds of info you cite into the report.
