@lukeharby@infosec.exchange not a botanist but I like searching for stuff like this. spider mites seems to be the closest contender. See If you can see tiny red dots within the web. There’s also a fungal thread blight, and wooly aphids, but the pictures I find online are nowhere near that uniform distribution like in your photos.
Also, I’ve seen such questions under #plantid and #bugid tags

@hexorg@techhub.social Thank you. Just went past it again on my way back from the dogwalk. Couldn't see the red dots you mention. It is also quite hard to photograph, but I took some more. In the third you can see how the webbing seems to be over the browner leaves but has left the greener parts so far untouched.
