What you're referring to was a terrorist attack, and it's common knowledge how the U.S. responded to it. But that's a completely different issue.
NATO is about military deterrence and making it clear to the enemy that it cannot win if it attacks a NATO member.

@Gehtso@social.tchncs.de The same was said for possessing nuclear weapons. A nation that has them should be immune from attack, because no sane people would want to provoke retaliation by nuke. Yet #Ukraine is now attacking the nation which possesses the most #nuclear weapons of any nation on earth. If nuclear deterrence is not enough to protect #Russia from attacks on its own soil, then NATO also falls short of being the Savior of the world.
