All the different facets you mentioned - the risk of errors, the lack of consent by the individual, no public knowledge that this was being done, the fact that 911 is the primary resource for emergency help - add up to a horrible situation!

All these years, and it even having been in my degree as computational corpus linguistics (which I enjoyed, and have lately been citing when the hyped up topic has come up), yet I didn't know the term.
