The gardens and waterfall were laid by the Ninna-ji monk Rinken (仁和寺/林賢).
3 years later Empress Taikenmon'in (待賢門院) employed Jōi of Tokudai-ji (徳大寺/浄意) to increase the height of the waterfall from 1.5m to 3.6m, an astonishing height for the time.
