* get shitty prepaid phone
* sign up for accounts with SMS 2FA
* be required to use those accounts to access benefits
* get caught in an encampment sweep, and all their shit including their phone gets thrown away
* oops, they can't access their 2FA any more
* ...get shitty prepaid phone and create all new accounts

I’ve spoken to people with deal with the technical side of SNAP benefits and they’ve said this can be a real problem for people who struggle to retain access to a specific phone or email address for very long. And these days, SNAP users are heavily encouraged to disable their card via the apps until they’re literally in the store to run a transaction, so there’s a lot of logging in to do.
