A large fire in 974 marked a decline in the temple's fortunes.
For a long time it remained a ruin, until Empress Taikenmon'in (待賢門院 1101-45), Emperor Toba's consort (鳥羽天皇), began work on restoring Tenan-ji's beautiful gardens in 1129.

Taikenmon'in rebuilt the temple (the name Hōkongō-in dates to this time) as an enclave of nearby Ninna-ji. Like Ninna-ji, the position of abbot was held by a member of the imperial family. At the same time she employed a Ninna-ji monk, Rinken (林賢), to re-landscape the garden.
