  Madison police immediately took to the media to defend their actions. They describe cops being dispatched to what most cop shops call a "car prowler". No actual reported property crime, just literally a karen called saying he was LOOKING at cars. The cops checked it out, found him, he fled on a bike, cops chased. Its not like he'd done any crime to that point.
