It's hard to remember how shocking and unprecedented the arrest of Augusto Pinochet in London in 1998 was. A Spanish magistrate charged Pinochet for human rights violations, and the UK government arrested and extradited him. Pinochet was responsible for 2,279 extrajudicial deaths and 30K torture incidents.
