Human rights abusers and genocide practitioners should be terrified of arrest every time they travel. They should be ashamed. They should hide in fear. They should have no safe haven on this planet.

Genocide is a jus cogens -- a peremptory norm. There is a requirement on all parties to stop and prosecute the crime that overrides any national, international or treaty obligation. https://en.wikipedia.org/wiki/Peremptory_norm
