Genocide is a jus cogens -- a peremptory norm. There is a requirement on all parties to stop and prosecute the crime that overrides any national, international or treaty obligation.

So, I still say yes. Every level of US government has an obligation to stop Netanyahu in whatever way possible. They cannot fall back on excuses about jurisdiction or this and that level of immunity. It is not a choice; it is a requirement.
