To be fair there is one positive - a prohibition on the sale of scooters to minors and the sale of scooters that do not meet the legal requirements for use on public roads.
And some retailers have already pre-empted this by removing those items for sale but it won't stop the sale of e-scooters that are capable of high speeds with easily overrideable speed limiters.

Think about it - we already have a ban on anyone under the age of 16 using e-scooters. This recent debate has been happening because of the increasing number of serious injuries among children using e-scooters. Changing the age limit from 16 to 18 does nothing to stop children using them. Bringing in additional legal requirements for helmets and hi-viz clothing also does nothing to stop people who are already using e-scooters illegally.
