We all are more prone toward or away from certain things and have “deficits” in certain areas.
Some folks may very well be wired to handle traumas not as well as others.
But it’s the existence of difficult circumstances and trauma that -causes- stuff to become real problems.
And that is what policies should focus on eliminating,
But -that- approach is really really inconvenient for certain folks*...who’d like to just call some folks “bad” or “defective" and put them into camps.

*certain folks like those who end up craving power OVER others in ways that really can only be described as sociopathic… In healthier cultures with healthier policies… those kind of folks would not be able to ascend to power OVER others because they’d be -held accountable- for their actions at much lower levels. They’d still have those tendencies, but they wouldn’t get to express them so easily. But that’s not the kind of science that gets the big bucks from…well certain folks.
