This just sums up our current government.
Having failed to enforce existing legislation around the use of e-scooters they are going to bring in more legislation which they won't enforce.
It will have zero impact on the safety of people using e-scooters and create further barriers to their use for those who want to use them legally.

To be fair there is one positive - a prohibition on the sale of scooters to minors and the sale of scooters that do not meet the legal requirements for use on public roads. And some retailers have already pre-empted this by removing those items for sale but it won't stop the sale of e-scooters that are capable of high speeds with easily overrideable speed limiters.
