I assume these parents would be cool with it, but I'm sure there are some out there who would react with "excuse me, but how dare you subject my infant child to a moment of whimsy and amusement as their perception of the world around them takes shape from its surroundings."

making friendly and/or funny faces at babies while they stare at you should be seen as basic of a standard of etiquette as covering your face with a napkin or elbow when you sneeze or cough. it's just basic public health sense.
