The Alberta governments claim that the co2 intensity per bbl in oil sand production is a distraction. But, so is the claim that the Canadian emission intensity matters. And you're correct in focusing on the results of burning fossil fuels. It's only the combustion that adds GHGs But two points. Any reduction in Alberta production would be replaced to supply the heavy oil extractors in the US with heavy oil from Venezuela or Nigerian. Each of which while emitting the same amounts on combustion have twice the intensity of Alberta heavy oils production. PM Carney is responding at the world level because of his experience in Europe and in the UN. He understands where change really matters - and it's not at home.
