In the DC area, there's a lot of drivers that operate on the assumption of "if there's a gap such that oncoming cars will see me and slow down if I pull in, it's safe to do so" These are people that will be involved in multiple car accidents across their driving lifetimes. I try to operate on the assumption I won't be seen and reacted to in time.
The funny thing is, these same people will do a 70mph+ freeway merge — or lane-change — into a gap they wouldn't feel comfortable parking in.
