as i said, been a while since i was buying links but used to be that there were two kinds of IXPs. some want to have lots of bilateral peering to keep as much traffic as possible local and wanted open peering. commercial IXPs wanted as many transit providers as possible for folks that wanted to be at a popular interconnect point so that you could do hot potato routing and dump traffic as soon as possible to avoid having to do your own transit within your own network.
different goals, different biz models, different problems to solve.
