At least you've got to give it to this administration, they are transparent on the playbook.
The MOU is just there to lower gas prices ahead of the midterms (and refill some weapons stockpiles)

After the sanctions on ICC judges, the US is now unsurprisingly ramping up its attacks on the International Criminal Court and vows to dismantle it "brick by brick”. Given that the US, named a Sec Def that defends war crimes and pushes “maximum lethality" doctrines, abducts heads of states and bombs schools, it's not really a surprise that they are escalating their attacks on the institutions that are dealing with war criminals. https://www.wsj.com/opinion/why-were-dismantling-the-icc-0af0a8a6?st=VJ1QhS&reflink=desktopwebshare_permalink
