In some ways, it's like learning a human language from a culture very different from your own - you start off with simple set phrases and matching words and forms to those you already know, and it's only with time and determination (to understand or be understood) that you start grasping at the different way of thinking behind it. I don't know how well theoretical explanations work for you, but sometimes looking for yet another different one, or one with more examples, can help. Sometimes, what it takes for you to get it is for someone to use the right words. And don't be afraid to take a break from a concept you seem unable to understand, if you can afford to - a day, two, a week, maybe even longer. Putting your mind and body to other things can help a certain understanding or intuition of what you've learned 'settle' and let more of the concept stay in your mind when you return to it
