I feel like one of the most difficult programming things is deciding where a given "policy" should be enforced because putting a policy at the wrong layer can have ridiculously far-reaching consequences. Sometimes that's useful and good, but other times it causes bugs to ripple up through a system without even noticing. It's kind of weird. Also strangely subjective.
