@iftas@mastodon.iftas.org automated spam on site is one thing. The problem is compounded when federation is involved. The best thing a server admin can do to stem the flow is a registration queue, plus a post queue for all new users.
Doing this you'll cut the flow of automated spam entirely. AI bots still make it tricky, but spammers don't tend to spend the money to craft useful responses yet.

@julian one of the issues is a large number of unattended federating services with open registration, or attended but no interest in restricting registration, or specifically set-up to create spam accounts - compounded by open federation by all others. Half the spam reports I send are to bouncing emails of admins that are no longer present, or on-network accounts that are not monitored. But out of the box, most software freely federates with all these services.
