Every graphics card I've bought _ever_ has been able to display BIOS stuff. None stayed blank until the OS booted. How the heck would you modify BIOS settings if the card needed the OS to be running?

@brouhaha@mastodon.social well you didn't specify it so I had to guess ;P In that case it may actually be worth trying to disable CSM and fiddling with its settings in general, as the 9070 actually explicitly drops support for CSM. BMC machines are always a little unique. I empathize with your frustrations, but in the end I can only offer suggestions to try. For example: have you tried updating the UEFI *and* BMC firmware? Maybe it was broken earlier and they fixed it later 🤷♂️ anyway, good luck I guess
