There's a remarkably different tone in the first news release by Alberta's new Auditor General.

Also, keep in mind these are recommendations that represent the bare minimum reporting and process improvement standards. There is no mention of what the reporting improvements indicate in terms of the program's effectiveness. It's a huge gap in accountability. Alberta has a low bar for what is deemed "progress."
