I'm not sure if we are talking about the same bill, but c-22 that designates "electronic service providers"; fediverse admins fall into that, even someone who hosts nextcloud for their family falls into that -- the government can order you to betray your users/family/friends - and legally bar you from talking about it.
If passed as written, it's pretty damning for the 'digital sovereignty' movement. I think a lot of our time should be spent against it.
