@Jeremy Hmm, my first thought is that moderation is community-based on a per-instance basis, so they can have a much easier time moderating out bad actors (entire bad instances) - and regional instances like yours for NWT can ensure they're more likely to reach their actual constituents rather than faraway trolls you can mention rule 1 of https://joinmastodon.org/covenant that would wipe out many types of bad actors from any respected instance I'll read the article and try to formulate more thoughts
