He doesn't engage at all with groups he doesn't like, and he is deeply prejudiced about disabled people of all kinds. I think the simplest explanation is that removal of ASL interpreting is for the same reasons as many of his other actions: personal bigotry plus messaging to his most hate-filled followers.
