Since the AT&T 258A cable is ~6 years older than TIA568 it took root in the commercial space, and just stuck, especially since there's no functional difference between the two in straight through cables. At least not one that I can find, there are some things about them for older devices, but that's for landlines and fax machines, neither of which are common now
