Quite possibly you're right.
I am perhaps confusing Fog and Smog - although they are effectively the same thing.
The link below seems to say that London fogs were dreadful in the mid/late 1800s but not so bad at the turn of the century.

I can remember the last great London smog in 1962, but wasn't born in the Great Smog of 1952.
