Optimizing solar panel orientation for winter production comes down to placing them facing south at a very steep angle (Between 60º and 90º, depending on location).
On top of that, solar panel performance is linearly correlated with temperature - the colder, the better they perform.
So, I'm not surprised these high-mountain, high-tilt arrays are doing better than the ones in the valleys. It's a nice project.
