I would make a U-boat joke, but that would be inappropriate. Looks like the German/Norwegian bid is it! Honestly, from a NATO and EU perspective it makes sense. I think the two bids were very very similar.

@chris@mstdn.chrisalemany.ca i assume both bids were for diesel-electrics. I was disappointed that I didn't get a chance to photograph the South Korean sub that was in town recently.
