The court had come to believe that the epidemics, natural disasters and political turmoil of the age could be attributed to these vengeful spirits (goryō), and so saw to placate them by offering apologies, posthumous titles, and by deifying them as guardians of the imperial court.

The 'Sandai Jitsuroku' (日本三代実録) describes the first goryō-e at Shinsen-en (神泉苑) in 865. It was an extraordinary affair during which even the common people were given access to the palace's private garden. An altar was erected to the 6 goryō and entertainment provided.
