I know Onshape is yet another US based "cloud" tool but it is a very good one. It is one of the few examples which deserve the title "Web Application". It works better than some native desktop apps and the free version is quite powerful - in terms of enabling a beginner like me to realize quite intricate designs. Another aspect I really like is that sharing and collaborating is built in and import/export is part of the free plan. To be fair, I still need to try FreeCad … someday.
