Wet bulb of around 33C (assuming the forecasted 40% humidity in the afternoon) and a heat index of around 160 degrees. I should hope they'd call off the parade!

It occurs to me that the news station may be using heat index interchangeably with actual temperature - the official forecast high (dry) temp is 102: https://forecast.weather.gov/MapClick.php?lat=38.8920621&lon=-77.0199124
