I do wonder why there must be a 'cloud' component to this... Why can't the ground stations transmit a TOTP derived code. Each user of the system could know the TOTP seed for the ground stations they wish to triangulate from. All necessary processing done on client, no need for sending anything to the cloud. I'm probably way out of my depth, but this is what I'd of started with.
