Liquor companies already on the shelf in NC prefer the government controlled system: they only have to convince a few people on a committee that their bottles should be sold, not every single store. Plus, companies in NC get a boost. Winning that presentation means your stuff is available in nearly every store in every county. Stores can not sell it, but they can't choose not on the approved list. Which is why South Carolina liquor stores are more interesting than NC stores.
