If you're on Android 17 then apps targeting Android 17 lack access to local networks by default. Apps not yet targeting Android 17 can now have it taken away after installation. GrapheneOS can eventually remove the backwards compatibility mode in a couple years. It doesn't make sense to immediately drop it and break compatibility with apps which aren't behind on target API level.
