what was end user programming like in the 1970s and 1980s?
for the average person, BASIC. by necessity, sometimes, because the software industry wasn't yet distributing as widely, and physical copies were harder to produce, etc.

and so distribution frequently took the form of Byte magazine articles, etc. that said "here's the source code, type it in" and so the end user often had no choice but to learn some programming, in a language that wasn't too complicated to learn
