This is part of the government's "outwardly look like we are doing something for LGBT people, whilst stripping their rights" initiative. Something that Costs nothing and means nothing, that they can say in interviews that sou da reasonble when they are getting g roasted for dropping to the bottom of the lgbt safety map and trans people are fleeing and dropping like flies.
