Finland had one of the if not densest BBS networks in the world which meant that people migrating to the Internet had an idea that the network is a public good and shouldn't be monetised. Not because of ideology but by being part of the BBS system that was run as a public good by its sysops and users who meaningfully contributed to its vitality. The BBS list for Uusimaa region 09 and 019 area codes was still MASSIVE in 1998 because those communities didn't really migrate to the Internet.
