"Latter festival" refers to the second of Gion Matsuri's parades, a smaller and more toned down repeat of the first procession.
In English we might say "That ship has sailed" or "After death, the doctor"...something that has occurred after the ideal time.

The Gion Festival's Ato-no-Matsuri is celebrated on July 24th, a week after the boisterous first parade. Although the festival continues to the end of the month, after the 17th there is a definite feeling of things winding down, and it has sadly come to represent a missed chance.
