The Gion Festival's Ato-no-Matsuri is celebrated on July 24th, a week after the boisterous first parade.
Although the festival continues to the end of the month, after the 17th there is a definite feeling of things winding down, and it has sadly come to represent a missed chance.

5) 白川夜船⛴️ "Talking out of one's hat" (to exaggerate an achievement or some knowledge) is similar to the Japanese phrase "Shirakawa night boat". It comes from the story of a man who had pretended to have visited Kyōto. He was asked about the Shirakawa, a city neighbourhood.
