"Talking out of one's hat" (to exaggerate an achievement or some knowledge) is similar to the Japanese phrase "Shirakawa night boat".
It comes from the story of a man who had pretended to have visited Kyōto. He was asked about the Shirakawa, a city neighbourhood.

Mistakingly taking the Shirakawa to refer to a large river, the man said that it has been dark when the passenger boat passed through and so he couldn't see much. In reality the Shirakawa is little more than a shallow stream, unable to support passenger boats... #Kyoto #京都
